Metal box with graffiti

Shouldn't the newspaper companies be taking care of these boxes by keeping

them clean and replacing the ones that have been broken to help "Keep El Paso Beautiful?"

What is the purpose of washing the sidewalks, cleaning graffiti from walls and

sweeping the streets if we still have these big dirty metal boxes on every sidewalk?
